Should I get fillers or blepharoplasty?

hello docs! I'm a 30 yeas old male who's been suffering from eye bags and dark circles for almost 18 years! My question is if I should seek fillers first or get lower blepharoplasty? I already have puffy bags would fillers make them puffier? I'm only worried if I do the blepharoplasty surgery could change the shape of my eyes or leave scars or could make my eyes bigger or bulgy since they're already big! or the opposite smaller. Should I seek Blepharoplasty or fillers in my case? Thank You!
